The European Bank for Reconstruction and Development (EBRD) said on Monday the Western Balkans should switch to hydro power, renewable energy sources and gas from coal and build more energy links in a bid to cut pollution.

“The currently installed electrical capacity in the region is about 18,000 MW, almost evenly divided between hydropower and thermal power plants, with the latter being mostly coal-fired. The amount of carbon emitted into the atmosphere, adjusted for the size of the economy, is up to three times the European Union average,” the EBRD said in a press release.

According to the lender, the entire Western Balkans region – Albania, Bosnia and Herzegovina, Macedonia, Kosovo, Montenegro and Serbia – suffers from high levels of air pollution caused by its dependence on ageing coal-fired thermal power plants.

In an interview with SeeNews in late November, the bank’s first vice-president Jurgen Rigterink said the EBRD shareholders are due to vote this month on a new energy strategy of the bank that will rule out support for coal-fired power plants.

The EBRD also said that the upgrade and construction of new coal-fired thermal power plants in the region “threatens to be a serious mistake, not only in terms of environmental impact but also economically.”

“Even if the upgraded or new plants meet EU Best Available Technology (BAT) standards, the cost of emitting each tonne of carbon is expected to rise as the EU tightens its emissions-trading scheme, making the continued use of high emission power sources uneconomical,” the lender noted.

According to the EBRD, half of the installed electrical capacity in the Western Balkans is generated by hydropower plants. “While hydropower has its detractors, too – mainly because of the physical impact on the environment – other renewable sources such as wind, solar and biomass remain in their infancy in the region.”

The energy from renewable sources represent an important low-cost alternative, reflected in the growing interest from investors, as the cost of these technologies has fallen and their performance has improved, the EBRD noted.

“Most of the region still has some way to go to approach the EU goal according to which each member state must generate one-third of its total energy from renewable sources by 2030,” the statement said, adding that in these efforts, the region can build on the existence of a relatively well-developed infrastructure in terms of power connections.

The EBRD also said that gas is a viable alternative that offers considerable advantages relative to coal, both economically and environmentally.

“The completion of huge projects such as the Trans-Adriatic-Pipeline brings new dimensions not only in terms of supply but also in the creation of new links,” the EBRD noted.

HPP BUK BIJELA

In March 2019 Serbia and Republika Srpska (RS) intend to jointly build the hydropower plant (HPP) Buk Bijela. The installed capacity of more than 180 MW, will equally contribute

to the energy stability of Serbia and the RS. HPP Buk Bijela will be built about 11.6 kilometres upstream from Foča. It is planned to be equipped with three hydro generators with

a total capacity of 93 MW, with the expected average annual electricity generation at around 330 GWh. The project would require an investment of EUR 193 million. Elektroprivreda Srbije (EPS) is currently reviewing the project for HPPs Buk Bijela, to be followed by determining the pace of implementation.

OVERHAUL OF DJERDAP 1,2 HPPS

At the end of 2017, EP S announced its intention to overhaul 10 units of HPP Đerdap 2 over 10 years, to help ex tend the plant ’s lifespan and boost its capacity by 50 MW. EPS and Siloviye Mashiny are cooperating on the overhaul of HPP Đerdap 1. The overhaul began in 2009. In Jul y 2018, the t wo companies signed a contract on the modernization of the A2 and A3 units in or der to complete the revitalization of the entire HPP in 2021.

CONSTRUCTION OF 2 SMALL HYDROPOWER PLANTS

EPS (Serbian state-owned power utility) plans the construction of 2 small hydropower plants on existing dams – SHPP Celije and SHP P Rovni. The project is a part of the programme for reconstruction of SHPPs through the loan of EBRD. The programme encompasses the reconstruction of 15 SHP Ps with total installed capacity of 18 MW. The project also includes the supply of electrical and mechanical equipment and their installation. Once the tender documents are signed, the works will be completed within 62 weeks.
